The New Year 2015 event is a mini-update that launched on January 1, 2015 and ran until January 15, 2015. It featured a new character, Jillian Russell-Wilcox , as well as a few new decorations and buildings and a New Year's Brian outfit

You need stuff to drop the ball of the Rite of Passage Tower. After you dropped the ball you get Jillian's Apartment. This is needed to unlock Jillian.
